Large Local Council - Public Sector
Customer's main objective
- To use the Excellence Model as an assessment tool as one part of the selection process to help decide the most appropriate 'strategic partner' to provide services to the Council's residents
Approach
- Each bidding company worked in partnership with the Council to provide evidence about their activities and their results based on the criteria of the Excellence Model
- Each of the sets of evidence was assessed by a combined team of Council staff who were trained in the use of the Excellence Model and ourselves. Strengths and Areas for Improvement were identified and agreed by each team
- A site visit plan was prepared and each bidder received a structured visit, which included interviews, focus groups, etc. This provided an opportunity to clarify a range of issues
- Finally, consensus meetings were held to agree the team views and reports were prepared for the Local Council Members to add to the other inputs to the selection process
Outcomes/benefits
- The Council Members had a robust picture of those organisations wanting to run services for them. These pictures covered the whole range of activities including their leadership, strategies and culture and not just the financial view
- The Council assessor team gained a very valuable insight into what the companies were really like on the inside and helped to form a better all round view for the selection.
- This whole experience provided an invaluable development opportunity for all those involved including those companies bidding for the contract
Summary of our role
- Leading a number of teams through the assessment of evidence provided and then on to a structured site visit to test the teams' findings
- Providing a set of Feedback Reports which would aid the decision making process for the selection of the most appropriate strategic partner
- Providing a learning experience for those team members from the Council and giving an understanding about how organisations are managed
